James Smith – Chief Operating Officer

As Chief Operating Officer, Jim oversees the entire operations personnel of the Company, as well as the design, development and successful completion of company projects. He is directly involved in all aspects of company functions. His involvement ensures that a high degree of quality and integrity is maintained from the inception to the completion of all construction projects. During his 21 years of working in the field of environmental remediation Jim has established many strong relationships with partners and vendors.  Managing those relationships and establishing new ones is one of his primary goals.

His responsibilities as Chief Operating Officer include designing and implementing business operations, establishing policies that promote company culture and vision, overseeing operations of the company and the work of executives, project managers, estimators and field personnel, designing and implementing business strategies, plans and procedures, setting comprehensive goals for performance and growth, and establishing and supporting policies that promote company culture and vision.  As the leader of our team, Jim supports and leads employees to encourage maximum performance and dedication, evaluates performance by analyzing and interpreting data and metrics, writes and submits reports to the President and Vice President in all matters of importance and participates in expansion activities such as investments, acquisitions, corporate alliances, etc.


Joseph Mlecsko – Project Manager, Estimator


Joe’s career encompasses twenty-nine (29) years of experience in commercial, industrial, higher education, public and private sectors that included all phases of general construction including demolition, asbestos abatement, re-insulation, lead and mold remediation and renovation work. He has been employed as a union laborer, foreman, supervisor and Project Manager/Estimator as well as Director of Operations.

As an Estimator/Project Manager, Joe has overseen projects ranging from 1-day to 5-years in every eastern state, which included bidding the project and submitting all required documents prior to and upon completion of these projects. Some of his job functions are to oversee the field personnel and/or subcontractors (Waste Haulers, Suppliers). He also obtains permits for asbestos, lead removal, road closures, railroad closures, and traffic control.


Paul Potopenko – Warehouse/Transportation Manager

Paul is Abmech’s newest employee.  In his current position he is responsible for managing the warehouse and delivering supplies and equipment to our job sites, in addition to maintaining our trucks and equipment.


Kimberly Orbin – Administration/Environmental Health & Safety

Kim has been with Abmech for fifteen years. Her extensive experience in facilities management, statistical typing, office procedures and computers – along with a good sense of humor – comes in handy when dealing with the mounds of paperwork associated with hazardous materials remediation and bid preparation. An expert in Microsoft Word and Excel and with a background in art and graphics, she creates or re-creates the diverse forms, letters, etc. necessary in our daily work as well as composing routine and non-routine correspondence and written work.

As our Pennsafe Certified Workplace Safety Committee Coordinator, Kim runs our Safety Committee meetings, maintains safety records, applies for our safety awards and is involved in all aspects of Abmech’s workplace safety. When not buried in paperwork, she keeps busy maintaining our website, working closely with the C.O.O. and Project Managers, deciphering plans and specs, creating presentation packages, working with contracts and notifications, ordering bonds and insurance and preparing bids.

Lisa Quiring – OSHA Safety and Licensing Compliance Officer

Lisa has been with Abmech for two years. Previously she worked in the Operating Room at AGH for 13 years as the Data/Financial Analyst.  Her extensive experience in analyzing and comparing statistical/financial data, using various computer programs and her organization skills add to a diverse team at ABMECH.  Lisa is OSHA 30 Trained and Certified and has authored the ABMECH Safety Manual.  She conducts job site inspections, updates and trains all employees of revised/new OSHA Construction Standards, and is the Administrator of several Safety Programs.   She works closely with the Project Managers on projects and creating Site Specific Safety Programs.  Lisa also serves as backup for Mark Rutter, the Chief Financial Officer.

Mark Rutter – Chief Financial Officer


Mark Rutter is the Chief Financial Officer for Octane Management Company LLC, ABMECH Acquisitions LLC and Matthews Wall Anchor and Waterproofing Services LLC. Mark has over forty years in managerial/cost accounting, fifteen of those years teaching collegiate accounting courses for various higher education institutions.  Mark is responsible for all phases of accounting, including AR, AP, payroll, ledger, inventory, job maintenance, reporting, taxes and other areas.  Mark holds an undergraduate degree from Carlow University in Business Administration/Accounting, also two graduate degrees; a Master of Science in Professional Leadership from Carlow University and a Master of Science in Business Education from Robert Morris University.  Mark also has work toward his Educational Doctorate in Education Leadership at Indiana University of Pennsylvania.


Asbestos is a group of naturally occurring fibrous minerals. It is mined and milled from rock and is thin and strong. Chrysotile (white asbestos), Amosite (brown asbestos), and Crocidolite (blue asbestos), are the most common types of asbestos used in manufacturing.
